The following items were discussed at the regular monthly meeting of the Stratford Town Council held on Wednesday, June 11, 2025.

Second Reading Defeated

An application from R & D Builders requesting to rezone PID 289512 located at the end of Hollis Avenue from the Medium Density Residential (R2) Zone with a Sustainable Subdivision (SS) Overlay Zone to the Multiple Unit Residential (R3) Zone was defeated with a vote of 3 against and 1 in favour at second reading.

Preliminary Subdivision Approval

An application from R & D Builders to revise the fourth phase of the Forest Trails subdivision, located on parcel #289512 (approximately 11.3 acres in total area), located at the end of Hollis Avenue into nine (9) lots was given preliminary approval with 3 in favor and 1 vote against.

Variance Denied

An application for variances to side and rear yard setbacks for a proposed addition (DP019-25 two vehicle garage) to the existing dwelling at 10 Ledwell Lane on PID 329649 within the Low Density Residential Large Lot (R1L) Zone was denied by a vote of 4-0 against.

Exemptions and Variances Approved

Concord Properties Ltd. were granted the following for construction of two developments planned for MacKinnon Drive on a portion of PID 328039:
• Building height exemption and variance to accommodate a low slope pitched roof
• Variance to replace the streetwall and streetwall setbacks with building articulation
• Exemption to require 50% of parking to be located underground (this is triggered as the approved height exemption to allow for a low slope pitched roof dictates that underground parking is required due to the height of the building however given no additional units have been created by doing so, it was felt that the requirement was appropriate for this development)

Public Meetings to be Held

Resolutions were approved to hold public meetings for the following at times/dates to be determined by staff:
• Rezoning proposal of 28 lots to an updated Waterfront Mixed-Use Zone
• Text amendments required to the Zoning and Development Bylaw #45 involving the incorporation of a new Short-Term Rental Accommodation definition and provision to provide clarity around approvals and regulations
• Rezoning request for PID 1085976 located on Ducks Landing from the Low Density Residential (R1) zone to the Town Centre Residential (TCR) Zone

Proclamation

A proclamation was made by Mayor Steve Ogden to proclaim June to be National Indigenous Peoples Month, and the date of June 21, 2025, as National Indigenous Peoples Day, and the date of June 30, 2025, as Indigenous Survivors Day in the Town of Stratford.
