The following items were discussed at the regular monthly meeting of the Stratford Town Council held on Wednesday, March 13, 2024.


Presentation of 2024 Town of Stratford Artist Bursary

Abigail McCarthy has been awarded the 2024 Town of Stratford Artist Bursary which is a $1,000 bursary to assist residents who are continuing their education in arts education. Abi is a multi-talented Stratford resident who sings, dances, plays four instruments and models. We wish Abi all the best in pursuing her education and dreams.

Community Campus Policy Approved

A resolution was approved establishing Policy #2024-RC-01, Community Campus Naming, Sponsorship & Donation Policy which recognizes the importance of generating financial support for facilities, spaces and amenities, and that those requiring a significant financial investment should be recognized through established naming rights.

Draft Budget Presentation

Residents were reminded that the 2024-25 Draft Budget would be presented at 6:30pm on Thursday, March 14, 2024. Following the presentation a week of feedback would be open, primarily through an online survey, to allow residents the opportunity to provide their comments and feedback. The presentation was live-streamed, with the recording available along with the presentation on the Town’s website.

Supplemental Budget Approved

A resolution for an increase of $10,576 to the budget for a total of $29,876 for the Town’s portion of a total project cost of $304,378 was approved. This project sees capital investments made at Cotton Park and Stratford Town Centre for upgrades related to reception center improvements following Hurricane Fiona. Contributions were made through ACOA’s Hurricane Fione Recovery Fund and the Province of PEI’s Reception Center Resiliency Fund.

Tender Awarded

A tender was awarded to Island Coastal Services Ltd. in the amount of $2,688,655, excluding HST, for the Corish Forcemain Extension project.

Second Reading and Adoption of Code of Conduct Bylaw

Council held second reading and adoption of the Code of Conduct Bylaw, Bylaw #46. The bylaw sets minimum expectations for the behaviour of members of council in carrying out their functions and decision making and replaces an older version which required a number of updates.

Sustainable Procurement Policy Amendments

Several text amendments were approved recognizing that inflation since the adoption of the policy and challenges experienced in meeting the thresholds for procurement of goods and services reflected the need to increase the procurement thresholds.

Social Media Policy Amendments

Several text amendments were made to the Social Media Policy for Non-Municipal Messages to clarify and strengthen the policy, as well as update some areas of it to reflect the current situation.

Digital Sign Policy Amendments

Several text amendments were made to the Digital Sign Policy. These changes reflect the use of the digital sign as it was intended, and which will be used for Town events, information and programs exclusively moving forward.
