The following items were discussed at the regular monthly meeting of the Stratford Town Council held on Wednesday, July 10, 2024.

Approval of the Agenda

An amendment was approved to move Planning, Development and Heritage to number nine on the agenda in the interest of those in attendance for the planning related items.

Conditional Use Approved

A resolution was approved for a conditional use that will allow an existing semi-detached dwelling at 13-15 Jenkins Avenue to be converted into a 4-unit townhouse. The vote was 4-3 in favour with Mayor Ogden breaking the tie.

Stacked Townhouse Approved

Council approved a resolution by a 4-2 vote to permit CMLMT Holdings Ltd. to construct a 10 unit stacked townhouse at 23-31 Woodhouse Court with an amendment to increase the number of parking spaces from 1.5 to 2 per unit passing with a vote of 4-2.

Accessory Structure Approved

An application from Hansen Solar Energy on behalf of the resident(s) of 42 Owen Lane was approved which will permit two solar arrays to be constructed in the front yard of the property. Due to the orientation of this waterfront property the proposed location of the solar array will not impede other neighbouring properties.

17 Lot Subdivision Approved

A 17 lot subdivision was approved on McCarron Way in the R1 Low Density Residential Zone with a vote of 5-0 as Councillor Dowling self-declared a conflict of interest and removed himself from this discussion and vote.

Conditional Use Denied

An application from SHB Investments Inc. for a conditional use to construct semi-detached units on four lots in an approved 17 lot subdivision, which falls within the up to 20% of the lots in a block permitted through a conditional use application, was denied by a vote of 0-5, with Councillor Dowling self-declaring a conflict of interest and removing himself from this discussion and vote.

Variance Approved for 1 Lot Subdivision

An application was approved permitting a subdivision of parcel #444216, located on Rosebank Road near Connolly Lane, into two single detached dwelling lots. As the proposed lots are in the Low-Density Residential Zone (R1) which requires the minimum frontage to be 22 m (72 ft.) and the proposed two lots each having 18.89 m (61.98 ft.) of frontage, which is approximately 3.1 m (10 ft.) less than the minimum frontage requirement, a 13.92% variance was required.

Official Plan and Zoning Bylaw Review

Project work for the review and update of the Official Plan and Zoning Bylaw was awarded to UPLAND Planning and Design following a tender process whereby they were the firm scoring highest on the evaluation. The total price of the project is $221,810 (HST excluded) and will be funded through the Housing Accelerator Fund.

CADC Board Member Appointment

Resident and member of the Town’s Sustainability Committee Michael Fleischmann has been re-appointed to the CADC (Charlottetown Area Development Corporation) Board of Directors as the Town of Stratford’s representative.

Forest Management Plan Adopted

Stratford Town Council adopted by resolution the Forest Management Plan which was recommended for adoption by the Sustainability Committee earlier this year. The Town accessed funding through the Climate Challenge Fund to complete this project.
